Douglas Candelario, LPC, Director

Doug has been Harbor Counseling’s Director since it was founded in 1997. He began his career as a substance abuse prevention specialist with Tioga County Department of Human Services in 1987. In 1994, he went on to become the Program Director and Clinical Supervisor of Professional Recovery Services, the agency which was formed when the Human Services Agency made the decision to privatize drug and alcohol services in Tioga County. In 1997, PRS became Harbor Counseling and Doug became the Director. As well as serving as Harbor’s Director, Doug is a trainer for Pennsylvania’s Department of Drug and Alcohol Programs, providing training to other substance abuse professionals throughout the state. He is also a counselor at Mansfield University’s counseling center. His education includes a BA in Psychology from Yale University and a MA in Clinical-Community Psychology from Mansfield University.

Michael E. Spencer, BS, CADC, Clinical Supervisor

Mike is an internationally certified alcohol and drug counselor who has worked for Harbor Counseling since 2004. Mike’s counseling experience includes both mental health and addiction counseling for adolescents and adults. Mike also practices as an interventionist.

Clinical Staff

Teresa A. Bleggi, BA 
Teresa has been a member of Harbor Counseling’s staff since 1998. She came to us from upstate New York, where she graduated from SUNY Oswego with a degree in Public Justice and Sociology, and had been working as a substance abuse counselor for several years. Teresa has had many different responsibilities during her tenure at Harbor, including prevention work in the local schools, individual and group counseling at our facility, and she is currently in charge of our services at Tioga County Prison. Teresa is a valued member of our management team, using her wisdom, knowledge, and commitment to our clients’ recovery to assist our Director and Clinical Supervisor with program development. Her energy and enthusiasm is an inspiration to our clients and to the rest of our staff.

William Bohart, BSW
Bill has been a member of Harbor Counseling's clinical staff since 2011. He obtained his Bachelor of Social Work degree from Mansfield University in 2012. His duties at Harbor include facilitating groups and seeing clients individually in our Wellsboro facility and at Tioga County Prison.

Terry J. Davis, BSW
Terry joined Harbor Counseling's staff in 2006 as a part-time employee while completing his Bachelor of Social Work degree from Mansfield University. He then became a full-time counselor and has been with us ever since. Terry sees clients individually and facilitates groups at our main office in Wellsboro.

Christopher R. Husband, BSW
Chris began his time at Harbor Counseling as an intern in 2008 and was hired on as staff later that year. He grew up in Troy, PA. Here, at Harbor, Chris provides individual, group, and assessment services. He enjoys facilitating the group process and witnessing people make positive changes in their lives. In his free time, Chris can often be found fishing in the local lakes and streams.

Melodie Allen, MS 
Mel is one of the newest members of Harbor’s staff, joining us in October 2016. First and foremost, she is a grateful recovering alcoholic, who has learned to live the life of recovery, to maintain her own sobriety one day at a time. Sobriety has allowed Mel to achieve an AS degree in Criminal Justice, a BS degree in Criminal Justice Investigations, both from Everest University, and a MS in Human Services or Drug and Alcohol Counseling from Post University. Her previous experience includes working as a residential counselor at Mountain Laurel Recovery Center in Westfield, PA, where she worked with individuals diagnosed with both substance abuse and mental health disorders. In 2015, Mel worked as Harbor Counseling’s intern while completing her master’s degree. Mel currently facilitates several groups at Harbor and also sees clients individually.

Kassie Irwin, BS, CADC, CCDP, SAP, CPC
Kassie joins Harbor Counseling in March 2017, with 14 years of experience working in addiction recovery services. Kassie is a Certified Alcohol Drug Counselor, Certified CoOccurring Disorders Professional, qualified NAADAC Substance Abuse Professional, and a Certified Professional Coach Life Coaching. Kassie has an Associates Degree from Penn State University, Bachelors Degree from Indiana Wesleyan University, and is presently finishing her Master's Degree from Northcentral University. Kassie facilitates Family Education Groups, process groups, and provides individual and couples counseling. Additionally, Kassie provides substance abuse professional services for Department of Transportation regulated employees out of our Wellsboro office. In Kassie’s free time, she enjoys spending time with her husband and three children.

Lisa Appleby, AAC, CRS
Lisa has been a member of the Harbor family since 2015, where she started out as a Certified Recovery Specialist and is now an Associate Addictions Counselor. Lisa delivers substance abuse treatment services to the female population at Tioga County Prison, and facilitates groups, individuals, and assessments at our Wellsboro and Blossburg locations. She is also a Certified Overdose Prevention trainer, providing the community, clients, and families, with Narcan and harm reduction services. Being an active member of the recovering community, Lisa enjoys participating in community events advocating for recovery and public speaking.

Recovery Support Staff

Kyle Raymond, CRS
Kyle was born and raised in Wellsboro, PA, and began working at Harbor Counseling in 2016. He struggled with addiction, starting at age 13, and now that he's 30, he's happy to say that he has a little more than two-years of sobriety! He works his recovery every day, and chose to become a certified Recovery Specialist, because he knows what a struggle early recovery can be. He finds helping other people through the process to be absolutely wonderful! He feels very blessed to be doing this work.

Administrative Staff

Laurie S. Roof, BS, Assistant Administrator 
Laurie joined Harbor Counseling’s administrative staff in 2003, bringing with her many years’ experience in the accounting and business management field. Her degree from Mansfield University is in Business Administration with a concentration in Accounting, and at Harbor, she is the person responsible for budgeting, financial reporting to the Board of Directors, human resources, insurance and funding issues, credentialing of clinical staff, advertising, supervising the front-office staff, and assisting the Director in day-to-day operations of the agency. She enjoys the role she plays in ensuring that Harbor Counseling continues to exist in our community to help people in need.

Rebecca H. Candelario, BA, Receptionist 
Becca began working at Harbor Counseling in 2012. She's a retired school teacher who came to us at a time when we were growing rapidly and needed someone who could help us handle the volume of phone calls and walk-ins with efficiency and a smile. She's the person who most often answers the phone, makes appointments, and does new client intakes. Becca makes sure that Harbor Counseling is a warm, inviting environment with friendly people in the office who make each person who calls or stops in, feel welcomed and comfortable.

Robin C. Nice, Administrative or Billing Assistant 
Robin has been with Harbor Counseling since 2013. She moved with her husband to Tioga County in 2006 from southeast Pennsylvania to enjoy a quieter pace of life and the beautiful outdoors. She's been in the health-related field since 1980 in one position or another, from receptionist to office manager and everywhere in between. Her longest position was a medical office manager for 24 years. In her spare time, she enjoys crafting, cooking, and reading. She does volunteer office work for her church as well. She enjoys helping others in whatever way that she can.
